Neighborhood Strategies has been selected by the City of Hillsboro to conduct a citywide housing market analysis and develop market-supported recommendations for future growth and development. The project will provide an independent assessment of local housing needs, opportunities, and price points while helping the City make informed land-use and infrastructure decisions.
The analysis will examine demographic and housing-market trends, housing supply and competitive inventory, demand by housing type, target market segments, supportable sales prices and rents, and anticipated absorption. Neighborhood Strategies will translate this research and these forecasts into citywide housing recommendations, which will then inform development scenarios for an approximately 200-acre City-owned property. These scenarios will evaluate potential residential, commercial, mixed-use, employment, recreational, institutional, and open-space opportunities, along with phasing, infrastructure priorities, and actionable implementation steps.
Neighborhood Strategies kicked off the project with City staff last week, beginning with a tour of Hillsboro and the City-owned property. Hillsboro is paving the way for new housing investment with bold, forward-thinking investments in public infrastructure that open doors to all types of housing. The visit provided valuable on-the-ground context as the team begins evaluating housing needs, development opportunities, and the community assets that can help shape Hillsboro’s future growth.
