Cadiz Comprehensive Plan

Village of Cadiz, OH

—

As Harrison County’s seat, Cadiz serves as a civic, service, and employment center for the surrounding rural area. While its courthouse-centered downtown, compact neighborhoods, Sally Buffalo Park, industrial park, airport, and regional access provide a strong foundation, the Village also faces an aging population, lower household incomes, aging homes, infrastructure needs, and an economy shaped by changing coal and energy activity. Neighborhood Strategies partnered with Cadiz to create Cadiz Rising, a practical, implementation-focused plan for reinvestment, resilience, and long-term economic diversification.

Reinvesting in Downtown, Neighborhoods, & Strategic Sites

The plan directs reinvestment toward Cadiz’s historic downtown, established neighborhoods, vacant lots, and sites already served by infrastructure. A villagewide brownfield inventory identified 81 potential brownfield parcels and five priority redevelopment areas, including a publicly controlled cluster along Main and Market Streets suited for mixed-use development.

Expanding Housing & Everyday Connections

Recommendations support home rehabilitation, accessible and senior housing, and appropriately scaled infill. The plan prioritizes safer, more practical connections among downtown, neighborhoods, the school campus, Westgate, and Sally Buffalo Park through sidewalks, crossings, lighting, and ADA improvements.

Turning Priorities into Fundable Action

Rather than relying on a single major project, Cadiz Rising establishes a coordinated path for capital planning, grant readiness, and accountable implementation. The plan aligns redevelopment, infrastructure, and public-space priorities so the Village can bundle improvements, manage costs, and advance projects as funding and partnerships become available.
